Medicare Bulk Billing Changes from 1 November – What It Means for Patients

From 1 November 2025, the Australian Government introduced important changes to Medicare bulk billing incentives aimed at improving access to affordable healthcare across the country. These changes are designed to encourage more GP clinics to offer bulk-billed consultations and reduce out-of-pocket costs for patients.

What Is Bulk Billing?


Bulk billing means that your GP bills Medicare directly for the consultation, so you do not have to pay any out-of-pocket cost for that service.

Previously, Medicare offered additional incentives to doctors only when they bulk billed specific groups of patients, including:

  • Children under 16

  • Patients with a Commonwealth concession card

These incentives helped support practices that provided bulk-billed services to vulnerable groups.


What Changed on 1 November?


The biggest change is that Medicare bulk billing incentives have now been expanded to all Australians with a Medicare card, not just children and concession card holders.

This means that when a GP chooses to bulk bill a patient, the practice may receive an additional incentive payment from Medicare for that consultation.

The reform is part of a major national investment in Medicare aimed at improving access to general practice care.


What This Means for Patients


The expanded incentives may make it easier for some clinics to bulk bill more patients, which could reduce the number of patients paying gap fees for GP visits.

Early data suggests that bulk-billing rates have already started to increase since the changes were introduced, showing a positive impact on patient access to care.

However, it is important to understand that bulk billing is still at the discretion of each medical practice and doctor, and some clinics may continue operating as mixed-billing practices depending on their operating costs.
